USCG Defines Response Procedures for Satellite Messaging Devices

 

FORT LAUDERDALE, Florida-In an announcement earlier this month to SAR Managers and Command Center Controllers, the United States Coast Guard (USCG) has clearly defined the differences in response procedures in handling 406 MHz distress alerts from EPIRBs (Emergency Position Indicating Radio Beacons), PLBs (Personal Locator Beacons) and ELTs (Emergency Locator Transmitter) and response procedures to other commercially-based satellite messaging and tracking systems and FRS transmitters, such as the GlobalStar/SPOT and TracMe.

A PLB, ELT or EPIRB transmission is immediately considered a Distress Alert (unless proven otherwise by procedural checks). Unless there is evidence that there is no distress, this designation prompts the immediate launch of a search mission. Compared with this, a telephone notification from a regional call center of other commercially based messaging products first requires a careful factual evaluation and categorization in the following three categories– Uncertainty, Alert and Distress:

Uncertainty Phase: A situation wherein doubt exists about the safety of an aircraft or a marine vessel, and of the persons on board.

Alert Phase: A situation wherein apprehension exists as to the safety of an aircraft or marine vessel, and of the persons on board.

Distress Phase: A situation wherein there is reasonable certainty that a vessel or other craft, including an aircraft or a person, is threatened by grave and imminent danger and requires immediate assistance.

The United States Coast Guard Office of Search and Rescue (CG-534) has included this procedural clarification in an update (change 2) to the U.S. Coast Guard Addendum to the United States National Search and Rescue Supplement (NSS) to the International Aeronautical and Maritime Search and Rescue Manual (IAMSAR), COMDTINST M16130.2D (series).

Each of the above Phases dictates a level of response from the Rescue Coordination Centers. Telephone notifications will be categorized to one of these phases based on the amount of detail received. Reports that do not include GPS locations or Float Plan-like detail from regional call centers will not necessarily prompt the immediate launch of a Search Mission. The USCG will continue to seek additional information before assets are deployed.

ACR Electronics’ President Paul Frank stated that “In life-threatening situations, the time of response is of the utmost essence. A 406 MHz EPIRB or PLB will generate the quickest possible response from Search and Rescue.”

According to ACR Electronics’ Vice President, Paul Hardin, “Beacons do not rescue people. It is the USCG and land-based SAR groups that rescue people. The 406 MHz system is a highly reliable distress alerting and locating system that can reduce risk to SAR personnel and reduce the taxpayer funded expense of SAR. If misused, the commercially-based systems can increase the risk to SAR and divert lifesaving assets away from real emergencies.”

This information is provided to inform consumers so they are fully informed on the capabilities of each system and the responses from Rescue Authorities.

Get Involved and Make a Difference

The NWTF is looking for a few good volunteers to continue the success of our Hunting Heritage Super Fund banquets and outreach events, because it’s the grassroots efforts of our volunteers that make the NWTF such a great organization.

With more than 500,000 members, the NWTF can be everywhere, but we need people to step up and be leaders by joining banquet and outreach planning committees. Join an NWTF committee and meet new people, develop new friendships and make a difference in your community while working for wildlife.

The future of hunting is in our hands. If we don’t step up and reach out to others and make them understand that hunters are the greatest conservationists, we will lose a great American tradition, as well as the wildlife that we have worked so hard to restore.

So get involved and make a difference by helping with a JAKES, Women in the Outdoors or Wheelin’ Sportsmen outreach event, or with your chapter’s next Hunting Heritage Super Fund Banquet and help us answer the call.

Hunters Helping Kids Inc.

Proudly Offers The Ultimate Kids Hunt !!!!!!!!!

A minimum of ten (10) kids will be chosen from across the United States to participate in “The Ultimate Kids Hunt”, held on an annual basis. There will be five (5) boys and five (5) girls chosen through a national drawing. To be eligible for the drawing, “The Ultimate Kids Hunt” application must be completed in full and returned by mail before August 1st of each year. Chosen Participants will be notified by phone before August 31st. We welcome applications from physically challenged Kids.

The Entry Participants must: Be between the ages of 10—15 years of age

Complete a Hunter Safety Course prior to the hunt

· Have parent or legal guardian signature

· Be accompanied by a parent of legal guardian

Each Kid chosen will be provided with:

· A rifle with scope for the hunt

· A full set of camouflage clothing

· Boots, A bag of accessories

· Paid hunting licenses and associated fees,

Food and lodging (*also provided for accompanying family members*) Please note that transportation to and from your hotel to the selected hunt site will be provided.

 If you know a Kid that would like to participate, please complete and submit an entry   form.

Sporting Clays Shoot for Able/Disabled in Alabama The DSOA Mickey Roy sporting clays shoot that was to be held in Montgomery April 5 was rained out and a new date for the shoot is Saturday May 31st. If any of your group at Buckmasters in interested in shooting please have them contact me at 205 907 2604. There is no charge for disabled shooters and shells are supplied. Thanks for your help. If you get an opportunity please come. My son and I went down to Jennings Louisiana for the Buckmasters shoot there and had a great time. Buckmasters really puts on a great show!

Hunters Helping Kids Inc. NY Chapter Youth Turkey Hunt

 

Youth Turkey Hunt Weekend Summary

                

The Northern New York chapter of Hunters Helping Kids, Inc. held their 3rd annual Youth Turkey Hunt weekend event on April 26 & 27th, 2008.  Fifty youngsters between the age of twelve thru fifteen registered for the event with fourteen hunters harvesting a turkey.

On Saturday the 26th, after the turkeys were weighed in and pictures taken, hot dogs and hamburgers were served at the Sandy Pond Sportsmen Association’s Clubhouse to the youth hunters, their family and the callers. The Oswego County 4-H had their laser hunting game for the youth, which all enjoyed trying their luck. Also Katie Eastman gave a seminar, “The Life Cycle of a Turkey” which gave the young hunters some knowledge of the turkey.

On Sunday, back to the SPSA clubhouse again, there was weigh-in of the birds with pictures. Mr. Don Miller of Lakeside Taxidermy gave a demonstration of a full turkey mount, prior to a delicious roast beef dinner.  Prizes were handed out to all the youth turkey hunters, even the younger youth were given something to take home. Dallas won the essay contest and won a Primo hunting blind. There were numerous door prizes given to the youth. Also the lucky successful hunter’s name drawn was Ora and he won a full turkey mount from Lakeside Taxidermy in Fulton.

We were honored to have in attendance:  NY State Senator Darrel Aubertine, Assemblyman Will Barclay, Oswego County Legislator of District I, Margret Kastler, NYS DEC officer Matt Harger,  the new Pennsylvania HHK chapter, headed by Mr. & Mrs. Troy Miller and Mike Strickhouser with his daughter, Danielle, which was one of the successful youth turkey hunters  plus Mr. Dale Dodson, National Director of Operations of Hunters Helping Kids who flew in from North Carolina to take part in the event.

A big THANK YOU goes out to the Sandy Pond Sportsmen’s Assn, the many sponsors and all the volunteers that made this a big success.

Bass Pro Shops offers $5,000 reward for return of white-tail mount

Bass Pro Shops is offering a $5,000 gift card for information leading to the return of a record-setting whitetail taken by a 16-year-old in Iowa in 2003, and the arrest and conviction of the persons who stole the mount in 2004.

The fall of 2003 was 16-year old Brian Andrews’ first year of bowhunting. He didn’t own a bow, so he borrowed some outdated archery gear from his sister’s boyfriend and started practicing. On Nov. 13, after numerous unsuccessful hunts, Brian arrowed a 26-point record-breaking whitetail in Buchanan County, Iowa. The enormous buck B&C net scored 253 1/8, making it the non-typical state record and the world’s No. 2 bow-taken whitetail that year.

On June 18, 2004, Brian’s buck was stolen from the Andrews home.

Almost four years later Brian’s trophy of a lifetime still has not been found and no arrests have been made.

Outdoor writer Les Davenport, who has been investigating the theft of the Andrews buck, along with several other ongoing thefts of Iowa trophy whitetails, contacted Bass Pro Shops to see if it would be interested in putting up a reward to help Brian get his deer back.
