Not just a privilege- a right- its black and white, not a grey area. It is up to the government to maintain a tranquil and safe society or community. This does not mean that an american citizen must be responsible for a country whereby individuals firearm ownership is a right. It is the respondsibility for the government to work within an individuals rights to own a firearm without infringing on an individual's rights. So, the restoration of an individual's rights to hold and bear arms must always be accomedated by any local , state or federal law. If any local , state or federal law infringes on the (new restoration) of the 2nd amendment then those laws that infringe cannot be enforced. A right is much different than a priviledge or sacrifice. A right is an unbreachable line in the sand for the people,by the people and of the people. There will be attempts to draw a little law , regulation or code in every state,county. People will argue that Rights have conditions and/or limitations. This arguement fails the definition of a Right and reduces a Right to a Priviledge and thats not why we call the Bill Of Rights - the 10 most important RIGHTS and the first listed amendments to the U.S. Constitution. The framers of the Constitution insured that the most important Rights an American can have are the first stated rules/ rights an American and America shall have for a very good reason-preservation by the governance of the people not a tyranny.
