<p style="text-align: center;"><strong>Yund leads field of Co-Anglers</strong></p>
<p>Mark Rose of Marion, Ark., stood atop the leaderboard on the first day of competition at the Stren Series Championship on Pickwick Lake after weighing five fish for 22 pounds, 5 ounces and ended the day with a commanding 3-pound, 2-ounce lead.</p>
<p><a href="http://www.flwoutdoors.com/" target="_blank"><img class="size-full wp-image-4367 alignleft" title="flw outdoors stren series" src="http://skinnymoose.com/stabley/wp-content/uploads/2009/11/flw-outdoors-stren-series.gif" alt="flw outdoors stren series" width="300" height="200" /></a></p>
<p>“I had a limit this morning in about 30 minutes,” said Rose, who has won more than $887,000 in FLW Outdoors competition. “That settled me down and allowed me to just go fishing.”</p>
<p>Rose said he began the day fishing a school of fish close to the McFarland Park launch and caught his limit and then made a run to his next spot. He said caught his largest fish, a 7-pound, 6-ounce largemouth, at 11 a.m. and then culled fish the rest of the day. Rose said he caught 13 or 14 keepers throughout the course of the day.</p>
<p>Rose said after he hit the first two schools of fish, the rest of the day was spent catching lone fish in random spots. He said he would pull up to a spot and fish 10 minutes then move on.</p>
<p>“I was just hitting old waypoints I’ve got,” Rose said. “If this water would stop falling, the fish would start biting … some of my offshore fish. That’s what I’m really banking on.”</p>
<p>Rose said the majority of his bites came off of ledges, where he caught bass on topwater baits as well as deeper in the water column. He said his big bass came in 10 feet of water.</p>
<p>Rounding out the top five places are Team National Guard pro Jonathan Newton of Rogersville, Ala. (five bass, 19-3); Team Kellogg’s pro Dave Lefebre of Union City, Pa. (five bass, 19-0); Keith Pace of Monticello, Ark. (five bass, 18-5); and Robert Robinson of Mobile, Ala. (five bass, 16-9).</p>
<p>Rose also earned the day’s $500 Folgers Big Bass award in the Pro Division thanks to his 7-pound, 6-ounce largemouth bass.</p>
<p>Overall there were 835 bass weighing 1,733 pounds, 13 ounces caught by 185 pros Thursday. The catch included 143 five-bass limits.</p>
<p>George Yund of Albany, N.Y., leads the Co-angler Division with five bass weighing 13-2 followed by David Kayda of Crosby, Texas, in second place with five bass weighing 12-4.</p>
<p>Rounding out the top five co-anglers are Mark White of Tucson, Ariz. (five bass, 11-4); Jeff Grant of La Mirada, Calif. (five bass, 11-3) and Phil Jarmon of Apex, N.C. (five bass, 11-2).</p>
<p>Mike Power of Canyon Lake, Texas, earned the day’s $250 Folgers Big Bass award in the Co-angler Division thanks to a 5-pound, 13-ounce bass.</p>
<p>Overall there were 549 bass weighing 909 pounds, 8 ounces caught by 175 co-anglers Thursday. The catch included 51 five-bass limits.</p>
<p>In the Stren Series Championship anglers are vying for their shot at $115,000 in the Pro Division and $43,000 in the Co-angler Division.</p>
<p>Anglers will take off from McFarland Park located at 200 James M. Spain Drive in Florence at 6:30 each morning. Friday’s weigh-in will be held at McFarland Park beginning at 3 p.m. Saturday’s weigh-in will be held at the Walmart store located at 3100 Hough Rd. in Florence beginning at 4 p.m. Takeoffs and weigh-ins are free and open to the public.</p>
<p>After four qualifying events were completed in each Stren Series division – Central, Northern, Southeast, Texas and Western – the top 40 pros and 40 co-anglers based on the points standings from each division advanced to the championship. The top 10 pros and top 10 co-anglers from each division also qualify for the 2010 Walmart FLW Tour®, bass fishing’s top professional circuit. The highest-finishing pro and co-angler from each division at the Stren Series Championship also qualify for the 2010 Forrest Wood Cup.</p>
<p>In Stren Series competition, pros supply the boats, fish from the front deck against other pros and control boat movement. Co-anglers fish from the back deck and compete against other co-anglers. The full field competes on days one and two with the top 10 pros and 10 co-anglers advancing to day three based on their two-day accumulated weight. Winners are determined by the heaviest accumulated weight from all three days.</p>

<p>While poachers don&#8217;t wait for legal hunting times, hunting season increases the likelihood that licensed, ethical hunters will encounter poaching, which is the illegal taking of fish, game or non-game wildlife.</p>
<p>When that happens, DNR Law Enforcement urges hunters to use the TIP hotline to file a complaint. TIP is an acronym for Turn in a Poacher or Polluter.</p>
<p>Poaching can occur when a law-abiding hunter is sitting in a tree stand, waiting for sunrise, and notices a spotlight shining the field from a pickup truck. The truck stops and shots ring out through the darkness.</p>
<p>&#8220;True sportsmen have an ethical responsibility to report this violation,&#8221; said Lt. Mark Farmer, public information officer for DNR Division of Law Enforcement. &#8220;It is not fair to the honest hunter that a poacher can get away with this illegal method of hunting.&#8221;</p>
<p>&#8220;Poachers are thieves and estimates indicate that poachers kill as much fish and game as legal hunters and fishermen do.&#8221;</p>
<p>Farmer emphasized that anyone can use the TIP hotline but hunters may be more likely to witness violations. The toll-free TIP phone number is 1-800-TIP-IDNR (1-800-847-4367). Complaints also may be filed at <a href="http://www.in.gov/dnr/lawenfor/2745.htm" target="_blank"><strong>tip.IN.gov</strong></a>.</p>
<p>The TIP program is a joint effort of sportsmen and women, private citizens, and the Indiana Department of Natural Resources to help eliminate the illegal taking of Indiana’s fish and wildlife or damage to the environment by polluters. Cash rewards are offered for information leading to the arrest of fish and wildlife law violators or polluters.</p>
<p>Neither videotapes nor signed confessions are required for successful prosecution of poachers. Citizens who provide TIP with information are not required to give their names or testify in court. Information provided is investigated by DNR&#8217;s Indiana Conservation Officers.</p>

<p>Tree stands can give deer hunters an edge. Fifteen feet off the ground, it’s easier to see a deer and more difficult for them to see or smell you. But hunters need to take precautions whenever they use a tree stand.</p>
<p>“Tree stand falls are a substantial percentage of our hunting incidents every year,” said Will Connelly, a hunter training officer with the Kentucky Department of Fish and Wildlife Resources.</p>
<p>Eight hunting incidents have been reported to Kentucky Fish and Wildlife this year. Two involved falls from tree stands. Neither of the injured hunters was using a safety harness. Most falls can be avoided if hunters attach themselves to the stand with a harness, especially while they are climbing up and down.</p>
<p>“The number one thing hunters need to do is use that full-body harness – bottom to top and top back down again,” Connelly said. “For ladder and lock-on stands, there are methods to do that, but that’s where a lot of people take chances.”</p>
<p>Hunters should also observe the three-point rule: Keep three points of your body in contact with the ladder at all times. This means while climbing, move one hand or one foot at a time, but never two at once.</p>
<p>“Don’t carry anything up, make sure your hands are free,” Connelly said. “That means no heavy backpacks that could knock you off-balance. Use a haul line going up and down.”</p>
<p>Haul lines are attached to the tree stand or a sturdy nearby limb. Hunters secure their bow, pack or unloaded gun to the line, climb the stand and then pull up their equipment. Using a haul line can help prevent falls and ensure that, if a fall does occur, the hunter doesn’t fall on his or her gun or bow.</p>
<p>Tree stands that are put up at the beginning of the season and taken down at the end are far safer than permanent stands. Nails loosen, wood rots and time takes its toll on stands left up permanently.</p>
<p>“My recommendation is don’t use permanent stands at all,” said Connelly. “But if somebody’s going to get in one, they need to be very careful. Take a ladder and double-check the steps without having to actually get on them.”</p>
<p>Finally, tree stands aren’t the only way to hunt successfully. Hunters, especially those who are afraid of heights or have trouble physically climbing into a stand, can use a ground blind instead.</p>
<p>Kentucky’s modern gun deer season opens Nov. 14 statewide and closes Nov. 23 in deer zones 3 and 4, and Nov. 29 in deer zones 1 and 2. Hunters who plan to hunt wildlife management areas should be sure to review public land tree stand use regulations on page 17 of the guide.</p>

<p>State biologists plan to collect 650 deer heads from cooperating hunters during the opening weekend of the firearms season on Nov. 14 and 15 in order to test for the presence of bovine tuberculosis.</p>
<p>“This effort should go a long way in helping us find out if the disease has jumped the fence,” DNR deer management biologist Chad Stewart said. “Thankfully, we have not seen signs of the disease in our wild deer, and we hope that we don’t find it. This testing effort is a critical next step.”</p>
<p>Collection sites will be at the following deer check stations:</p>
<p>­– Fayette County: Mustins Taxidermy, 1660 W. Fayette County Road 350 S, Connersville</p>
<p>– Franklin County: 52 Pik Up, 11183 U.S. 52, Brookville</p>
<p>– Franklin County: Lakeside Sunoco, 9193 Indiana 101, Brookville</p>
<p>– Harrison County: Gun World, 1548 Indiana 62 NW, Corydon</p>
<p>– Wayne County: Mendenhall True Value, 125 S W 5th St., Richmond</p>
<p>The biologists will be looking for heads from yearling and older deer. The target is 300 samples from both Franklin and Harrison counties, and 50 from Wayne County.</p>
<p>Hunters are not required to participate, but anyone hunting in those counties is encouraged to cooperate in order to ensure a comprehensive surveillance effort. Those who submit heads will be able to remove antlers from the sample.</p>
<p>Bovine TB is a chronic bacterial disease that affects primarily cattle, but can be transmitted by any warm-blooded animal. TB is difficult to diagnose through clinical signs alone.</p>
<p>The DNR has worked closely with the State Board of Animal Health and the U.S. Department of Agriculture on bovine TB surveillance ever since the disease was discovered in May at a captive cervid (deer and elk) facility in Franklin County. Two other captive cervid facilities–one in Harrison County and one in Wayne County–purchased animals from the Franklin County site that later tested positive for bovine TB.</p>
<p>All three facilities were quarantined by BOAH and have since been depopulated of all captive cervids.</p>
<p>The DNR contributed to the testing efforts by culling 30 wild white-tailed deer in the vicinity of the Franklin County cervid facility. Tissue samples from those 30 deer were culture tested at the National Veterinary Services Laboratory (NVSL) in Ames, Iowa, and came back negative for bovine TB.</p>
<p>Deer heads collected at the five check stations will be tagged for tracking purposes, bagged and shipped to Crosley Fish and Wildlife Area, where BOAH and USDA staff will remove several sets of lymph nodes. Some tissue samples will be sent to NVSL for bovine TB testing and others will go to the Animal Disease Diagnostic Laboratory at Purdue University to augment the state’s ongoing testing for chronic wasting disease.</p>
<p>The DNR received a $100,000 federal grant from the U.S. Fish &amp; Wildlife Service to fund the bovine TB testing.</p>

<p>The &#8220;Cabela&#8217;s Angler Cash Contingency Program&#8221; will reward anglers that sign up and meet the requirements of the program. Anglers will earn $2,500 for qualifying events and $5,000 for the Forrest Wood Cup. The official details and rules of the contingency program will be available at FLWOutdoors.com.</p>
<p>Cabela&#8217;s will continue to host the co-branded Cabela&#8217;s store on FLWOutdoors.com and will be involved in all the platforms of FLW Outdoors including all bass and walleye events, FLW Outdoors&#8217; multiple websites, FLW Fantasy Fishing, FLW Outdoors Magazine, &#8220;FLW Outdoors&#8221; television show on Versus and various FLW Outdoors events. <p>Project POLITE is Whitetails Unlimited&#8217;s long-running program to encourage cooperation and respect between hunters and landowners. The popular program supplies bright green Hunting With Permission signs to landowners, providing potential hunters with a name and phone number to contact for permission to hunt on posted land. The second component, the Hunter-Landowner ID Card, is an easy way to exchange names, addresses and phone numbers, greatly increasing the trust and understanding for both parties.</p>
<p>The program has been assisting hunters and landowners for more than 20 years.</p>

<p>&#8220;It&#8217;s not too late for landowners to call us and get the bright green Hunting With Permission signs before the deer season,&#8221; said WTU Executive Director Pete Gerl. &#8220;This is a very simple way to manage hunters on their land, and to be able to reduce the numbers of deer that may be damaging their crops.&#8221; The signs can help avoid the time-consuming process of trying to find out who owns a particular piece of land; and landowners who allow hunters on their land find this an easy way to have hunters contact them.</p>
<p>The signs are available at no charge (in limited quantities) by contacting WTU national headquarters at (920) 743-6777. Larger quantities are available at a very reasonable cost.</p>
<p>The second component of Project POLITE is the Hunting With Permission ID card, which is a wallet-sized card that hunters can simply fill in with contact information and provide to the landowner. This lets the landowner know exactly who is on their land, providing a level of confidence for the landowner. Since the program&#8217;s inception more than 20 years ago, WTU&#8217;s Project POLITE has opened tens of thousand of acres to the sport of regulated hunting.</p>
<p>&#8220;The ID cards are a simple, effective way to elevate the level of trust for landowners,&#8221; said WTU Executive Director Pete Gerl. &#8220;For hunters, this is an easy way to build a file of possible hunting locations for the future, and also provides an easy way for the hunter to send the landowner a thank-you note later, and remember a name and phone number for future requests to hunt.&#8221;</p>

<p><strong>Hunters given an opportunity to sight-in shotguns before deer hunting season</strong></p>
<p>The Illinois State Police (ISP) announced today it will open its ranges to hunters for the purpose of sighting in and test-firing their shotguns in a safe environment for the upcoming deer hunting season. On Saturday, November 10, firing ranges in Elgin, Joliet, Pawnee, Effingham, DuQuoin, LaSalle, and Pecatonica will be available to the public. Hours at all ranges are 8 a.m. to 4 p.m.</p>
<p>“Once again, the Illinois State Police and Department of Natural Resources (DNR) will offer the Open Range Program to hunters to safely sight-in their shotguns before the upcoming hunting season,” said ISP Director Larry G. <p>“We are once again proud to partner with the Illinois State police on the Open Range Program,&#8221; said Sam Flood, Acting Director of the DNR. &#8220;Whether you&#8217;ve been hunting for years or just a matter of days this is a great opportunity for hunters to check their shotgun in the presence of an expert before the beginning of the season. This will not only ensure their safety, but the safety of other sportsmen on the field.&#8221;</p>
<p>The public is asked to call one of the ranges listed below before the scheduled date to make a reservation. Targets will be provided, and there is no charge for use of the range. Participants must possess a valid Firearm Owner’s Identification (FOID) card and transport the firearm legally by having it unloaded and enclosed in a case.</p>

<p><strong>From the National Shooting Sports Foundation:</strong></p>
<p>Firearms and ammunition manufacturers reported federal excise tax obligations to be $122 million in the second calendar quarter of 2009, up 52 percent compared to the same period a year ago, according to data from the Department of the Treasury. The increase follows a 43 percent increase in excise tax obligations reported during the previous quarter. Manufacturers pay the federal excise tax &#8212; a major source of wildlife conservation funding &#8212; on all firearms and ammunition manufactured (11 percent on long guns and ammunition and 10 percent on handguns).</p>
<p>Between April 1 and June 30, $33.5 million was due in taxes for pistols and revolvers, $42.3 million for long guns and $46.1 million for ammunition. Compared to the same quarter in 2008, excise tax obligations were up 44.4 percent for handguns, 51.3 percent for long guns and 57.5 percent for ammunition. Using the latest collections as an indication of sales, a projection of $1.14 billion was generated in the second quarter. Though excise taxes are one of the best indicators of industry performance, they only reflect what excise taxes the manufacturers have filed and do not reflect retail mark-up and final retail sales.</p>
