    Clearing Up the Rumors: The Truth About The “Gun Tax Bill”

    In the last few weeks, NRA-ILA has received hundreds of e-mails warning us about “SB-2099,” a bill that would supposedly require you to report all your guns on your income tax return every April 15.Like many rumors, there’s just a grain of truth to this one.  Someone’s recycling an old alert, which wasn’t even very accurate when it was new.There actually was a U.S. Senate bill with that number that would have taxed handguns—nine years ago.  It was introduced by anti-gun Sen. Jack Reed (D-R.I.), and it would have included handguns under the National Firearms Act’s tax and registration scheme.  This has nothing to do with anyone’s Form 1040, of course.

    Fortunately, S. 2099 disappeared without any action by the Senate, back when Bill Clinton was still in the White House.  We reported about it back then, just as we report about new anti-gun bills every week.  Now, it’s time for gun owners to drop this old distraction and focus on the real threats at hand.

    I just finished reading a 147-page report from MeDIFW on the future of deer hunting in Aroostook County. A rather dim forecast in light of the 50 to 65% loss we suffered in the winter of 2008. The report was actually mandated by LD823.

    The mandate read: Resolve to create an effective deer habitat enhancement and coyote control program, Commissioner Roland Martin signed off on the report and the report was released in December 2007.This report predates the decimation of the deer herd in the winter of 2009. But the information there in was very interesting.

     

    The commission established a Task Force: The Northern and Eastern Maine Deer Task Force to oversee and implement the strategies outlined in the report and to follow the directives of the committee.

     

    The most disturbing thing to come out of this report was the insistence of all of the relevant experts. That the continued killing of does must cease until the population increases to the 10 deer per mile figure. This Bucks only strategy would include archery, muzzleloader and youth hunts. Compounded by the equally insistent statement that we have to eradicate 70% of the coyotes each year to successfully control their numbers. In this way nature allows our deer herds to recover to the point of reaching a density near that 10 per Mile figure stated. The 10 per mile figure, is based on the carrying capacity of the land specifically studied in Aroostook. That’s a lot to accept into my deer loving head, and more than a little bit impossible to assure.

     

    Among the many options stated in the report is one I advocated a couple years ago over on the Maine Hunting Today forum and website. A complete moratorium on deer hunting in Aroostook County, that’s bucks and does. The survey we ran in 2007/2008 showed that nobody was willing to make a sacrifice of his or her hunting. All voters in the survey saw the need for more coyote control. But getting them to leave deer in the woods was not on anyone’s agenda.

     

    We are facing some hard choices in the future and that future is now!! If we the hunters and outdoors-folks of this great county don’t roll up our sleeves and get to work on these issues. Then it’s the same as telling the rest of the state to do what they want in Aroostook, her people don’t care. We have to put an end to the decimation of the deeryards, or DWA’s as the Commission calls them. Make whatever deal has to be made with the landowners to get them to leave the yards alone. Then bring in the hunters to thin out the Coyotes. Give us back our snaring program to protect the DWA’s from the packs. Yes, despite information to the contrary, anyone with any real knowledge of the north woods. Will tell you coyotes form packs and hunt as a group and as individuals. A trait they acquired in their Eastward migration.

     

    I cannot count the number of times I have been in the woods and had them “working” around me. Sometimes when I was tracking a deer or moose, or other times scouting an area, or while bird hunting. Catching sight of them as they circle, repeatedly. Like they were sizing me up or waiting for me to kill something. It teaches you to carry a gun everywhere you hike and at all times in the woods. I now trout fish with a gun on my hip, anytime I’m in the backcountry.

     

    I am not here trying to explain the report as it was written. I have read it and have a better understanding of what the experts say must happen if we are to have the deer paradise we all desire. I truly feel all of us must read it and understand that now it is time to make the toughest sacrifices for our kid’s sakes. Our failure to take action now and do what must be done will surely result in the complete annihilation of our hunting tradition here in Aroostook. When the deer are eaten and gone it will be our own doing. For our sustainable hunting tradition to continue we must allow the deer to rebuild their number and turn our guns to the plague we face. Coyotes must be controlled for the deer to recover.

    The herds will never recover if the coyotes are allowed to continue their proliferation. Our motto as proud Mainers and especially as proud County folk should simply be:

    Kill a coyote ……save a deer!!!

    Maine’s Hunters and Anglers Have a Significant Impact on the Economy
    Spending $581 Million a Year

    WASHINGTON, D.C. — Maine’s 266,000 hunters and anglers are among the most prominent and influential of all demographic groups, spending more than $581 million a year on hunting and fishing, according to a new report.

    The new report, “Hunting and Fishing: Bright Stars of the American Economy ~ A force as big as all outdoors,” spotlights the immense impact hunters and anglers have on the economy at the national and state level.

    In Maine, spending by hunters and anglers directly supports 8,800 jobs, which puts $222 million worth of paychecks into pockets of working residents around the state. Of course, government coffers also benefit — spending by sportsmen in pursuit of these outdoor activities generates $56 million in state and local taxes. These latest figures demonstrate that season after season hunters and anglers are driving the economy from big businesses to rural towns, through booms and recessions.

    “Because sportsmen enjoy hunting or fishing alone or in small groups, they are overlooked as a constituency and as a substantial economic force,” stated Jeff Crane, president of the Congressional Sportsmen’s Foundation. “When you compare spending by hunters and anglers to other sectors, their impact on the state’s economy becomes more tangible.”

    • Sportsmen support more jobs in Maine than the University of Maine, one of the state’s largest employers (8,800 jobs vs. 8,000).
    • Annual spending by Maine sportsmen is more than the Gross State Product for arts, entertainment and recreation ($581 million vs. $376 million).
    • Maine sportsmen annually spend more than the revenues from commercial seafood landings in the state ($581 million vs. $362 million).
    • Maine sportsmen outnumber the populations of the state’s nine largest cities combined (266,000 vs. 253,000).
    • The economic stimulus of hunting and fishing equates to an astounding $1.6 million a day being pumped into the state’s economy.

    “Spending by sportsmen benefits not only the manufacturers of hunting and fishing related products, but everything from local mom and pop businesses to wildlife conservation,” noted Doug Painter, president of National Shooting Sports Foundation. “And because most hunting and fishing takes place in rural areas, much of the spending benefits less affluent parts of the state.”

    On the national level, 34 million sportsmen age 16 and older spent more than $76 billion in 2006, supporting 1.6 million jobs.  If a single corporation grossed as much as hunters and anglers spend, it would be among America’s 20 largest, ahead of Target, Costco and AT&T. And if all hunters and anglers had voted during the last presidential election, they would have equaled 31 percent of all votes cast.  If all hunters and anglers living in Maine voted, they would have equaled 61 percent of all votes cast in the state.

    These statistics are impressive and, if anything, they underestimate the impact of sportsmen since they do not take into account the millions of hunters and anglers under 16 years of age or people who were not able to get out and hunt or fish in 2006. When sportsmen’s spending is thought of in business terms and compared to other sectors of the economy, it is quite remarkable. From small rural towns scattered across our country’s landscape to the bottom-line of Fortune 500 companies located in major cities, if you take away hunting and fishing you take away the equivalent of a multi-billion dollar corporation.

    “It is a fairly simple equation – hunters and anglers mean jobs in states and local communities that have made the effort to maintain their hunting and fishing opportunities,” said Crane. “The economic impacts that sportsmen have on state economies should be a wake-up call to state governments to welcome and encourage hunting and fishing in their state.”

    The report, “Hunting and Fishing: Bright Stars of the American Economy ~ A force as big as all outdoors,” was produced by the Congressional Sportsmen’s Foundation with support from the Alliance of Automobile Manufacturers, National Marine Manufacturers Association, National Shooting Sports Foundation and SCI – First For Hunters. The report uses the results from the U.S. Fish and Wildlife Service’s 2006 National Survey of Fishing, Hunting and Wildlife-Associated Recreation and statistics provided by the American Sportfishing Association and Association of Fish and Wildlife Agencies.

    The most important piece of “gun-rights-law” is about to be redefined for our generation. The US Constitution will be getting reread by the Supreme Court and a decision will come down in June that could change Gun Ownership for all of us. Your 2nd Amendment right to Keep and Bear arms will be scrutinized by the high court. The Heller case in DC will for once and for all finally define your right in this country to keep and bear a handgun in your home.     Citi Merchant Services Refuses To Process Credit Card Sales For Firearms

    Citi LogoI have been hearing mumblings and grumblings lately that Citi Merchant Service and First Data Corp. had stopped accepting their credits cards used in the purchasing of guns. Thanks to a Black Bear Blog reader who alerted me, it seems that the National Shooting Sports Foundation has verified this to be true and explains what has happened.

    The story has become a bit bigger than just the credit card processing. NSSF posted on their website information about this announcement by Citi. NSSF posted a copy of a letter sent to CDNN Sports, Inc., a company that sells firearms, from Citi Merchant Service. That letter stated that Citi was dropping CDNN and would not be processing any more of their firearms transactions.

    Citi explained to Charlie Crawford of CDNN Sports, Inc. the reason they were being dumped.

    “…..due to the sale of firearms in a non face-to-face environment. Keep in mind that a violation of the Gun Control Act occurs when a gun offered online is sold to an individual in another state; the act prohibits selling a handgun to a resident of another state. Shipping across state lines is also banned, yet guns for sale online reach people across the country. We at Citi Merchant Service are unable to monitor or track adherence to these Gun Control laws.”

    NSSF apparently posted this information at their website to inform readers and members of actions by Citi Merchant Service. At the same time, in a letter ultimately sent to Citi, Jake McGuigan, Director of Government Relations and Ted Novin, Director of Public Affairs for NSSF, believed this letter that was sent to CDNN Sports, Inc. had to have come from a single, perhaps even unauthorized employee of Citi Merchant Service, because it “contained so many errors that one could only deduce that it was an uniformed mistake that would consequently be corrected.”

    In what to me anyway, seems to be a very childish move, First Data Corp. sent an email to NSSF as a plea to, “respectfully request that you remove the posting from your website regarding Citi Merchant Services and First Data Corp.”

    First Data Corp insisted the posting at NSSF site was inaccurate. They explain that the letter, of which NSSF posted on their website to CDNN Sports, Inc. from Citi Merchant Services and First Data Corp, “did a less than satisfactory job of expressing applicable policies.”

    In their feeble attempt to right the record, First Data Corp explains why they won’t process cards for purchases of guns online. The company’s position is, “Our policy restrictions address only the sale of firearms in a non face-to-face environment. Non face-to-face transactions occur when a cardholder is not present in front of a merchant and includes mail order and online purchases. It is our policy not to service merchants that make non face-to-face sales in a number of industries, including firearms.”

    It became obvious to NSSF that Citi Merchant Service and First Data Corp either were just plain anti-gun or were ignorant of the laws or both. NSSF replied to the request to take down the website posting.

    NSSF refused to take down the posting and explained that according to the information they had received, including the email sent to them, the information on their website was accurate.

    NSSF will not remove its Web posting nor will we rescind or alter our story.

    NSSF went on to tell them they obviously were totally ignorant of existing laws.

    Your antigun corporate policy is based on ignorance of the law applicable to the sale of firearms.

    It’s so bad that NSSF had to explain to CMS and FDC the legal industry processes they were interfering with.

    Furthermore, the policy of First Data and Citi Merchant Services interferes with the receiving and shipping of inventory from and to federally licensed firearms retailers, distributors and manufacturers. This inventory supplies not only lawabiding Americans, but military and law enforcement agencies as well.
