JERUSALEM (AP) - Israel ruled out a large-scale military response to a painful Palestinian rocket attack from Gaza that wounded dozens of soldiers, despite a public outcry and threats from officials, reflecting inability of the military to solve the problem of the daily barrages.

The rocket exploded early Tuesday, hitting an empty tent at the Zikim army base just north of Gaza, wounding 69 soldiers in nearby tents, one critically. Last week a rocket exploded next to a nursery school in a town just outside Gaza, so the strike on the army base added to an already loud chorus demanding Israeli retaliation.

“The question is not whether to create deterrence, but when,” Public Security Minister Avi Dichter told Israel Radio.

Late Tuesday, Israeli aircraft  destroyed a rocket launcher in northern Gaza, witnesses said. No one was hurt.

Olmert held a regularly scheduled meeting Tuesday with top security officials, where they discussed the attack. Officials said Israel decided to hold off on major military action for the time being, though it might step up its air attacks on militants.
